20세기를 지배한 제국주의와 이데올로기 대립이 가져온 세계 1, 2차 전쟁의 비극을 반성하며, 21세기는 더 이상 갈등이 아닌 포용적인 미래가 될 것으로 기대했다. 정복의 역사에서 공존의 역사로 갈 수 있는 정치적, 사회적, 문화적 담론이 다양한 분야에서 이어졌다. 그러나 이 같은 인류 공통의 염원에도 불구하고 현실은 여전히 새로운 차원의 갈등과 대립의 벽을 만들어 냈다. 두꺼운 베를린 장벽을 무너뜨린 20세기 인류의 지혜가 오늘날 눈에 보이지 않는 다양한 차별과 혐오의 벽 앞에서 제대로 작동하지 않고 있다. 패권주의는 자국 우선주의로 바뀌었고, 지역간 갈등은 세대간 갈등으로 점화되었다. 디지털 테크놀로지가 전통적인 국경의 경계를 허물었지만 동시에 현실의 다양성을 이해하고 공감하려는 시도를 막고 있다. 초연결사회가 가져온 가상공간에서의 글로벌 연대는 또 다른 이익집단이 되어 배타적인 폭력성을 표출한다.

다양성과 글로벌 연대가 이율배반적 가치가 되어서는 안된다. 다양한 가치를 연결한 글로벌 연대이어야만 한다. 지난 2년 팬데믹을 겪으며 새로운 차원의 글로벌 연대에 대한 필요성이 다시 대두되고 있다. 바이러스가 국경을 넘어 인류를 위협하듯이, 그것을 극복할 수 있는 지혜도 국경을 넘어 인류가 힘을 합치도록 할 수 있기 때문이다. 국경, 젠더, 세대, 이념, 종교의 경계를 넘어 새로운 차원의 “We Society”가 필요한 시점이다.

2021년 코리아 리서치 팰로우는 Me Culture / We Society라는 주제 아래 인도네시아, 필리핀, 태국, 싱가포르, 베트남, 그리고 한국의 큐레이터와 예술가들이 선보이는 세계관에 주목한다. 이들 6개 국가들은 그 어떤 정치/경제/문화/민족/종교 공동체 카테고리에 의해 하나로 묶이지 않는다. 대신 이들 국가들은 아시아라는 지역적인 공통점 위에서 서로 다른 정치, 경제, 문화적 문맥이 서로 교차하는 공간이다. 그 결과 국가와 국가 사이의 공통점보다는 문화적 스펙트럼의 다양성이 더 두드러진다.

이번 포럼은 남성중심의 권위와 복종, 집단주의와 배타주의를 ‘아시아적 가치’라고 믿었던 전근대적인 유산을 뒤로 하고, 어디에도 예속되지 않는 진정한 의미의 개인주의와 다양한 가치를 연결할 수 있는 관용과 포용의 연대(solidarity)가 공존하는 새로운 차원의 ‘아시아적 가치’를 희망한다.

현재 전세계는 미중무역갈등에서 시작된 편가르기식 신냉전의 징후가 세계 곳곳에 목격되고 있고, 팬데믹이 야기한 아시아 혐오 범죄 또한 새로운 사회문제로 대두되고 있다. 또한 바이러스의 위협으로부터 자국민을 지키기 위한 방역정책은 개인의 자유와 공공의 이익 사이에서 줄다리기 하고 있고, 지속된 온라인 접속시간으로 인해 사람들은 필터버블의 함정에 빠지며 종국에는 서로 다른 가치가 양립하기 어려운 극단적인 정치, 사회, 문화 환경을 낳고 있다.

팬데믹을 시작으로 환경문제까지 인류 공통의 위기를 극복하기 위해서는 국경을 초월한 협업이 필요하다. 그러나 앞서 언급한 여러 이유로 포용적인 글로벌 연대는 결코 쉬운 문제가 아니다. 국가간 상호주의와 양자간 힘겨루기 게임에서 벗어나 특정 개인, 특정 국가를 넘어선 인류 전체를 위한 지속가능한 다자간 지식공동체가 작동해야 한다. 그리고 그 속에서 예술의 사회적 역할을 재정의하고, 서로의 다양성을 있는 그대로 존중할 수 있을지 고민해야 한다. 그래야 보다 지속가능하고 보편적인 지식공동체와 글로벌 연대가 가능하다.

Reflecting upon the devastating conflicts of the First and Second World Wars, which were triggered by imperialism and ideological confrontation, the present century has anticipated an end to conflict and a potential road to an inclusive future. Political, social and cultural discourses envisioning a transformation from histories of conquest to futures of coexistence are ongoing in various fields. And yet, despite the common aspirations of mankind, the reality is that we are facing new levels of conflict and confrontation. It appears that in today’s society, the togetherness that broke down such confrontations as the Berlin Wall is not functioning as efficiently against the contemporary invisible walls of discrimination and hatred.

Global hegemony has made way for national priority, which has been igniting conflicts between regions as well as generations. Naturally, digital technology has had a major role in the breaking down of these traditional borders, but it is at the same time preventing the understanding of diverse realities. In the current hyper-connected society, there exists a global solidarity in the virtual space, but this also has the potential to spawn groups who express violence. Inclusive solidarity should not be an oxymoron. The need for a new level of global connection has reemerged thanks to the experience of the pandemic over the last two years. Just as a virus threatens humanity indiscriminately, the fight to overcome it can help people join forces across national divides, through a shared common enemy. A new identity as “We, Society” is needed–transcending borders, gender, age, ideology and religion.

In 2021, the Korea Research Fellow pays attention to the diverse worldviews presented by curators and artists from Indonesia, the Philippines, Thailand, Singapore, Vietnam and Korea under the theme of Me Culture / We Society. These six countries are not grouped together by any political, economic, cultural, ethnic, religious or community classification. Instead, the countries are to be seen as spaces in which different political, economic and cultural contexts intersect based on the regional commonality of Asia. As a result, the diversity of the cultural spectrum is much wider than the commonalities between the countries.

This forum, leaving behind the pre-modern legacy of male-centered authority and submission as well as pre-conceived notions of collectivism and exclusionism as ‘Asian values’, is to envision a solidarity of tolerance and inclusion that can connect diverse values with genuine individualism that is not subjugated in any form. We hope for a new dimension of ‘Asian values’ where solidarity and individualism coexist.

At present, the world is witnessing signs of a new Cold War that began with the US-China trade conflict, and has been compounded by Asian hate crimes caused by the pandemic, which are emerging as a new social problem. In addition to this, the quarantine policies that have been introduced to protect each nation’s citizens from the threat of the virus have laid bare the tug of war between individual freedom and the public interest inherent within modern society. Due to the continuous online access time, people also fall into the trap of a filter bubble, and consequently, we are facing a political, social and cultural environment where different values are difficult to reconcile.

In order to overcome the current crisis of mankind, from the pandemic to the environmental one, collaboration across borders is an urgent issue. However, for several reasons mentioned above, inclusive global solidarity is not an easy task. A sustainable, multilateral knowledge community for the whole of humanity, (not just a specific individual or a specific country), should work, beyond the reciprocity and the game of power struggle between countries. And within that, we need to redefine the social role of art and think about whether we can respect each other’s diversity as it is. Only then will a more sustainable and universal knowledge community and global solidarity be possible.

해외문화홍보원은 대한민국 문화체육관광부에 소속된 기관으로, 해외 홍보 지원 및 국제 문화교류를 위한 다양한 문화 행사 소개 및 지원하고 있습니다. 이를 통해 전 세계에서 감동할 수 있는 한국 문화 및 한류 콘텐츠를 해외에 알리는 것에 힘쓰고 있습니다.

해외문화홍보원은 주요 문화 행사를 통해 세계와 소통하고 교감합니다. 전 세계 27개국, 32곳에서 위치한 한국문화원 운영을 통해 한국 문화를 전 세계에 알리고, 한국 문화와 세계인의 만남을 연결하고 있습니다. 한국문화원에서는 한식, 한복, 한옥 등 한국의 전통 문화뿐만 아니라 미술, 공연, K-POP 등 외국인이 한국 문화를 접할 수 있는 다양한 체험 프로그램을 운영합니다.

해외문화홍보원은 한국의 핵심 가치인 ‘창의’, ‘열정’을 주제로 다양한 콘텐츠를 제작하고 있습니다. 한국의 문화와 자연 등 다양한 정보를 담은 책자와 영상물을 다국어로 제작하여 더 많은 외국인이 한국의 매력에 공감하고 한국을 방문할 수 있도록 노력하고 있습니다. 또한 해외 주요 인사 및 언론인들과 소통하는 네트워크를 구축하여 한국과 관련된 정보를 정확하게 제공하는 ‘한국 바로 알리기’ 사업도 전개하고 있습니다.

해외문화홍보원은 <2021 KOREA RESEARCH FELLOW 10x10> 행사를 통해 국내외 문화예술계 네트워크를 구축하고 다양한 담론들을 통해 국내외 미술계가 한층 성숙되는 계기가 되길 바랍니다.

The Korean Culture and Information Service (KOCIS) is an affiliated organization of the Ministry of Culture, Sports and Tourism of the South Korean government. KOCIS serves as a communication channel to introduce cultural events for cultural exchanges and to promote the spread of Hallyu oversea.

KOCIS organizes a wide range of cultural events to communicate with the world through 32 Korean cultural centers located in 27 countries. KOCIS connects Korean heritage to local residents by offering a variety of programs that allows foreigners to experience Korean culture such as art, performance, K-pop, as well as traditional hansik (Korean food), hanbok (Korean clothes) and hanok (Korean house).

KOCIS is centered around the themes of Korean creativity and passion. It publishes various booklets and produces videos on Korea’s natural landscape and culture in many different languages. KOCIS is also making efforts to introduce the beauty of Korea and to encourage foreigners to travel to Korea. KOCIS also operates FACTS:KOREA to correct inaccurate information about Korea that exists in foreign publications and offer accurate information. KOCIS hopes <2021 KOREA RESEARCH FELLOW 10x10> will be an opportunity for the art industry both in and outside of Korea to become more mature through constructing meaningful discourses and building network.
